Pre-export conformity assessment and destination processes are different routes. A missing pre-export CoC should be investigated rather than treated as an automatic reason to use a local application. KEBS determines the applicable assessment and certificate outcome; Sheffield’s role is facilitation and follow-up.

Application preparation
Sheffield supports Local Certificate of Conformity application preparation, document review and destination inspection coordination for eligible cargo. We bring the importer’s commercial records, product information and shipment references together for the applicable process.
Clear roles, consistent records
Our service is approved agency facilitation and operational follow-up. KEBS remains responsible for its conformity assessment, inspection decisions and certificate issuance. A request for facilitation is reviewed against the actual product and applicable pathway before work begins.

Commercial and shipment document checks; application record preparation; inspection and sampling follow-up where required; response coordination for document queries; and certificate status follow-up before the clearance handover.
Information to share
Provide the commercial invoice, packing list, transport document, importer details and available IDF or consignment records. Product specifications, model numbers, test reports and manufacturer information may support the review where relevant. Our team confirms the documents required for the consignment.
Connected to customs clearance
Conformity records must remain consistent with the cargo and customs declaration. Changes in descriptions, package counts or transaction details should be reported promptly so the responsible parties can review any needed amendments.

Does Sheffield issue the KEBS certificate?
No. Sheffield facilitates the application and follow-up; KEBS or its authorised conformity provider, as applicable to the route, performs the assessment and issues the relevant conformity document.
Can Local CoC be assumed for every import?
No. The applicable conformity process must be reviewed for the product and circumstances. Provide existing records and any KEBS instructions before deciding the next step.
