Yes. Report the outer dimensions of the complete packed piece, including the pallet, crate and projections. Provide actual gross weight for that same package.

How should several different packages be reported?

List each package type with its quantity, length, width, height and weight. Do not apply one carton size to packages that have different dimensions.
