Customs value begins with transaction evidence

The price actually paid or payable is the starting point for transaction-value assessment, subject to the applicable valuation conditions and adjustments. Customs value can therefore differ from a bare invoice total. Freight, insurance and other relevant amounts should be identified clearly for review.

When the invoice does not settle the question

A discount, related-party sale, free sample, warranty replacement or no-charge shipment may need additional explanation. If transaction value cannot be accepted under the rules, other prescribed valuation methods apply. An arbitrary estimate or a deliberately reduced invoice does not replace a supported assessment.

Keep the value and tariff review connected

  • Match invoice descriptions to the product’s specifications and packing.
  • Separate the goods price from freight, insurance and other relevant charges.
  • Explain discounts, assists, royalties or other contractual amounts where relevant.

Explain any difference between an invoice, bank transfer or supplier statement rather than leaving it unresolved.
